Re: Anaerobic Digestion in Palo Alto 

Dear Mayor Burt and Council Members: 

We believe a compelling argument exists for Palo Alto to site an anaerobic digestion facility near the entrance to the City landfill adjacent to the Wastewater Treatment Plant.  Such a facility would be able to convert Palo Alto’s 60,000 tons per year of organic waste into green energy and high quality compost. 

Early analyses suggest that anaerobic digestion could save the City more than $1 million per year while reducing its carbon footprint.  Retiring the sewage sludge incinerator (one of only two in the state) in favor of a multi-organics digester could reduce our city’s total natural gas consumption by 3% and generate enough electricity for 1,400 homes.  This, along with reductions in un-captured landfill methane and reduced transportation emissions, could reduce Palo Alto’s overall greenhouse gas emissions by approximately 20,000 tons of carbon dioxide equivalent per year. 

While such a facility would require about 7% of the landfill acreage currently dedicated to future parkland, the environmental and economic benefits appear to outweigh the loss, and might even allow for a more expeditious transformation of the remaining landfill into usable parkland.   In any case, an issue like this, with strong good-faith opinions on both sides, should be decided by a vote of the people. 

To better help the people and the City determine whether an anaerobic digestion facility makes sense for Palo Alto, we encourage the City Council to commission a feasibility study, including a cost/benefit analysis that would allow the City to determine the project’s economic benefits.  Please move forward on this expeditiously.
